This workshop is designed for local elected officials, plan commissions, and zoning boards of adjustment and appeals. Local government staff and community members are also welcome to attend. The workshop will help you understand the roles and responsibilities of local land use decision-makers, standards for decision-making, and procedural responsibilities. Participants are welcome to attend the entire workshop, or just those portions relevant to their positions.

Agenda

For the Plan Commission and Governing Body

10:00 AM Doors Open/Check-In

10:30 AM – Role of the governing body and plan commission

  • Comprehensive planning, plan implementation, and consistency
  • Review of subdivision plats and certifi ed survey maps

Noon – Lunch (catered)

 

For the Plan Commission, Governing Body and Zoning Board

1:00 PM – Procedural responsibilities

  • Open meetings, public hearings, and site visits
  • Making and recording decisions
  • Impartial decision-makers and recusal

1:45 PM – Zoning

  • Developing and amending the zoning ordinance
  • Conditional uses and special exceptions, including new state standards
  • Planning and zoning for shorelands and wetlands

 

For the Zoning Board of Adjustment/Appeals

3:00 PM – Zoning Board roles and responsibilities

  • Role of the Zoning Board
  • Variances
  • Administrative appeals
